Marketing Statement

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in the Illinois Leaking Underground Storage Tank (“Leaking UST”) regulations, Tiered Approach to Corrective Action Objectives regulation, and Environmental Protection Act to serve as Manager of the Leaking UST Section. The successful candidate will plan and direct the State-wide activities of the Illinois EPA’s Leaking UST Program, consisting of technical, accounting, and administrative support. The successful candidate will ensure compliance with State and Federal regulations, set priorities for the Program, ensure remediation is completed in accordance with regulations and ensure project reviews and reimbursements from the UST Fund are completed within regulatory timeframes.

Essential Functions

  • Serves as the Leaking Underground Storage Tank Section (LUST) Section Manager in the Bureau of Land, Division of Remediation Management, Illinois Environmental Protection Agency (IEPA)
  • Serves as full-line supervisor by planning, directing, and managing/supervising professional and technical staff in the Leaking Underground Storage Tank Section.
  • Represents the Bureau at meetings and conferences, serves as an expert witness or testifies at hearings, represents the Agency’s views to professional organizations, and before US EPA.
  • Responsible for assisting in the preparation and development of Federal grants, State and Federal reporting, and estimate budget projections for future staffing needs, space, equipment, supplies and services.
  • Maintains liaison with other Federal and State divisions, sections/units, and coordinates interdivisional programs.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in
    environmental sciences.
  • Requires four years of progressively responsible administrative environmental work experience in a public or business organization.

Preferred Qualifications (In Order of Significance)

  • At least (4) four years of experience in analyzing, interpreting and applying complex and extensive scientific data relating to activities associated with the remediation of underground storage tanks or the processes to control the migration of contamination from the tanks.
  • At least (4) four years of experience in interpretation, administration, and enforcement of 35 Illinois Administrative Code Parts 731 and 734 in the LUST Program or similar environmental program.
  • At least (4) four years of experience working with UST Fund reimbursement claims under 35 Illinois Administrative Code Part 734.
  • At least (4) four years of experience leading staff in writing, review, and issuance of letters relating to Underground Storage tank regulations, funds and grants.
  • At least (4) four years of experience in applying state and federal laws and regulations pertinent to underground storage tanks.
  • At least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
  • At least (4) four years of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
  • At least (4) four years of experience in supervising a professional staff in an office setting.
  • Prefers possession of a bachelor's or master's degree in sciences, geology or engineering.

 

CONDITIONS OF EMPLOYMENT

  • Requires a current and valid driver’s license.
  • Requires the ability to travel in performance of duties,  with overnight stays as appropriate.
  • Requires the ability to pass a name-based background check.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime  including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies or other industry related topics to the job duties.
  • Requires the ability to use an Agency issued cell phone.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.   • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
