Job Description

About the Role:

The Safety Manager plays a critical role in protecting employees, equipment, and the traveling public across various job sites and facilities. This is a highly visible, hands-on position that requires a proactive leader dedicated to ensuring the highest safety and compliance standards. The role involves developing and implementing safety programs aligned with TxDOT, OSHA, and FMCSA regulations, conducting site audits, leading training sessions, managing investigations, and promoting a culture of accountability and continuous improvement.

Key Responsibilities:

Program Development & Compliance

  • Develop, implement, and maintain safety policies and procedures in compliance with TxDOT, OSHA, and DOT/FMCSA standards.
  • Conduct jobsite, facility, and fleet audits to identify hazards and ensure compliance.
  • Maintain and update the company’s Safety Manual, Fleet Safety Policy, and Emergency Action Plan as regulations evolve.

Training & Education

  • Lead new-hire safety orientations and ongoing training programs, including confined space, fall protection, PPE, work zone safety, and heavy equipment handling.
  • Conduct toolbox talks, quarterly safety stand-downs, and certification programs (e.g., flagger, first aid/CPR).
  • Mentor supervisors and field leads to strengthen proactive safety leadership.

Incident & Risk Management

  • Investigate accidents, near misses, and injuries; perform root-cause analysis and issue corrective action reports.
  • Manage OSHA, TxDOT, and insurance reporting requirements.
  • Track and analyze safety metrics such as TRIR, DART rates, and preventable incidents to identify improvement opportunities.

Fleet & Equipment Oversight

  • Manage vehicle and equipment telematics systems (e.g., Samsara) to ensure compliance and performance.
  • Oversee DOT/FMCSA compliance, including DVIRs, driver qualification files, drug/alcohol testing, and hours-of-service logs.
  • Partner with Fleet Maintenance to verify all vehicles and equipment are safe and compliant.
  • Conduct Smith System driver training and audit load securement practices.

Emergency Preparedness & Response

  • Maintain and test emergency action plans for weather, roadway, and facility incidents.
  • Serve as liaison with local, state, and federal safety regulators.
  • Coordinate emergency response procedures with operations and field management teams.

Qualifications:

  • Bachelor’s degree in Occupational Safety, Environmental Health, Construction Management, or related field (preferred).
  • 3–5 years of safety experience in construction, traffic control, utilities, or heavy equipment industries.
  • Strong knowledge of OSHA, TxDOT, MUTCD, FMCSA/DOT, and ANSI standards.
  • Safety certifications preferred: OSHA 30, CPR/First Aid, CSP, CHST, or equivalent.
  • Excellent communication and training skills; bilingual (English/Spanish) a plus.
  • Ability to travel to statewide job sites and facilities.
